If the summary was populated by the &summary= url-parameter for example, it
still triggers forceeditsummary (if enabled in [[Special:Preferences]]#Editing)
which, in my opinion, is wrong.
I use this parameter in several scripts that make a semi-automatic edit. But
because of this users with forceeditsummary enabled need to submit twice.
