2. Put the caret at the end of the second paragraph after "staff".
3. Move the caret forward with the keyboard using the "right arrow" key
repeatedly
Expected: The caret must move forward through the three footnote numbers.
Observed: The caret moves to the first reference and then back before it.
This is similar to bug 71550.
