sections always expanded
On any page append ?action=info, e.g.
http://m.mediawiki.org/wiki/MediaWiki_1.24/wmf17/Changelog?action=info
Page has multiple headings and arrows indicating that they should expand and
collapse, but no headings collapse, regardless of what state the headings are.
