Steps to reproduce:
1. Open a page in Firefox (my version is 32).
2. Select some text.
3. Press Ctrl-X or Command-X.
4. Notice that nothing happened.
Paste (Ctrl-V) might be working intermittently, but you have to copy rather
than cut the text to do that.
