TASK DESCRIPTION
  Currently the creation of new projects is restricted to #Phabricator team 
members. This is good enough for now, but it won't scale as soon as we have 
dozens of teams requiring new sprint projects every other week.
  
  We have two sensible options:
  
  # Create a #Project-Creators team, and invite there the users that need to 
create projects regularly.
  # Create a Legalpad document including the [[ 
https://www.mediawiki.org/wiki/Phabricator/Requesting_a_new_project | project 
creation guidelines ]], and give permissions to users that have signed it.
  
  The first option is simpler, but the second option is probably better. Note 
that you may create a project following the guidelines, but then anybody can 
edit it, breaking the guidelines easily. Having a custom policy to allow 
editing project only to users that have signed that doc might come handy one 
day.
  
  Maybe we can go now for the first option, and discuss the second if problems 
still arise?
