The browser test "Actions menu Permalink: Old style topic permalink.png" is
failing on beta labs. It visits
http://en.wikipedia.beta.wmflabs.org/wiki/Flow_QA?workflow=s4mkzy8bvyy4cfki
but this just seems to just reload the Flow board instead of loading that
topic.
It also fails to redirect on ee-flow, but works OK on mw.org, see the URLs in
<https://www.mediawiki.org/wiki/Flow/Architecture/URLs#Before_Topic:_namespace>
I earlier filed bug 68339 that the redirect should be smarter.
