Dzahn added a comment. I wanted this mainly to be the project where people ask for new lists to be created. People who have the "list creator" password should be added. Those are non-ops people. It _might_ be a different project if people want ops to change server config, but i'm not even sure, i think projects per service are fine and it can all be in one. like components in BZ.
