The only blocker I see to read-only mirroring everything is figuring out a scheme for what Phabricator calls "call signs". E.g. ARC is the call sign for Arcanist, so it's at https://secure.phabricator.com/diffusion/ARC/browse/master/ . Ideally, if we set up a read-only mirror, we should choose call signs we're happy to stick with, so won't have to change them if/when we start using Phabricator for code review.
