VisualEditor team is using a grunt file. Flow have also moved to one of these.
One of the benefits of the Gruntfile is Jenkins will run `grunt test` on every
commit meaning we can get Jenkins automating quite a few things for us.
MobileFrontend should also use it.
One of the benefits of this will be jscs running on every Jenkins build
(currently this only runs in a pre commit hook)
