When pending changes protection first went into trial it was limited to 2000
pages. That restriction was apparently never lifted. Today (October 27 2014) I
received this error when attempted to apply pending changes protection. If
there is no performance concerns here I'd consider this a rather large issue,
as with certain pages we are forced to semi-protect on pages experiencing
disruption, even when many edits from unregistered users are constructive.
