Steps to reproduce:
1.Open a page with VE
2.Add a template for example: Cite Web/Citation needed
3.Save the page
4.Reopen the page
5.Reopen the Transclusion dialog for the template you just added
Observed Result:
Instead of the template dialog with all the parameters in it , it appears as an
empty "Add Template" dialog
