The mail prompt is sent with a header field like
To: NewUserName <$wgConfirmAccountContact>
where NewUserName is the user name of the requester, not that of the
bureaucrat.
This error may remain unnoticed because the "display name" of the destination
address is generally not used. However, such misleading information may
trigger some anti-spam filters' attention.
