Steps to Reproduce:
1. Enable both "Hovercards" and "Compact personal bar" beta features.
2. Point to any wiki link on any wiki page,
3. Make sure the card will overlap the "personal bar".
Actual Results:
The cards are overlapped by the personal bar.
Expected Results:
The cards should overlap the personal bar.
