When a page is edit protected it is not possible to delete the page without the
necessary edit rights. Should it be possible to change the pagelang without the
necessary edit rights? In my opinion not.
If yes, than another way is needed to allow sysop to disable the pagelang
function on a per page base to break "pagelang wars".
