For requests to partial content (like skipping in videos), the Range
header helps to find the request for the beginning of a resource.
This is valuable when trying to tell apart starting a video stream,
and seeking in a video stream, which improves quality of counting
media file requests.
It is typically empty, hence does not add much to the average message
length.
