BounceHandler installs Plancake's email parsing library via Composer. The
library was imported to mediawiki/vendor in
https://gerrit.wikimedia.org/r/#/c/170369/. If it turns out that the upstream
has abandoned the library, we should either revive it or just embed the class
directly in the extension to reduce install complexity.
