It seems that the default message-sending user is not set to have had its email
confirmed. For this reason, it is unable to send any messages when
$wgEmailConfirmToEdit is set to true. The log says:
Delivery of ... to ... failed with an error code of confirmemail
I'm guessing that it would be possible to work around this by creating a user,
confirming its email and then setting the extension to use that user account.
