How to reproduce:
1. Go to a page with a lot of discussions on a talk page
2.1 In Alpha: Click Talk button and scroll down
Expected: Close button should be still visible
Observed: Close button will be hidden by OverlayContent
2.2 In Beta: Click Talk button and scroll down
Expected: Close button should be still visible
Observed: Close button is still bisible
