We need to add back a Wikimedia SecurePoll script from a year or two ago (will
be submitting a patch) essentially the script allows us to create a SecurePoll
voter list using only main space edits which is what the English Wikipedia
needs for their poll. The new voter eligibility system in SecurePoll does not
handle this yet (it's designed for board eligibility requirements) and so this
is still needed on the command line.
In order to allow it to be used faster (for testing and safety given the
oncoming election) I'll be backporting it too. Thought about just adding it to
the enWiki version (and not master) but until the eligibility system is changed
to allow it the script will be needed so keeping it in.
