2) Start the process to ask a translator account
3) Pick English as your language (or perhaps also set English as UI language in
step 1)
4) Visit Special:TranslationStash
I. Observed: some language, other than English, is selected for translation.
5) Refresh
II. Observed: another language is selected.
III. Expected: language is selected according to some criteria and not
randomly.
