"Recently active" sorting is broken.  Updating a topic (e.g a new post) does
not cause it to become the most recently active.

Confirmed on master as well as production (both and Wikipedias). 
This has been broken for a while, apparently.

I just posted to
("November 20, 2014 3:37 PM").  However, at
it isn't even on the first page.  Instead, the first element is which was last updated
"November 20, 2014 12:11 PM".
