The attributs "blockby" and "blockreason" always added to the result, so there
are empty, if the user is not blocked. This looks wrong.
The modules list=users and meta=userinfo only added the attribute to result, if
the user is blocked. In my opinion is that the better way.
Please make the modules handle that the same way. Thanks.
