Identify is not installed on the app servers. It's a custom package, so
installing it and maintaining it would be a PITA, and it's probably a bad idea
anyway since it would expose the entire app cluster to DoS due to identify
memory and speed issues. I'm installing libtiff-tools instead. We can deploy
PagedTiffHandler when it supports tiffinfo (bug 24821).
