When you go to a page like
there are helpful "insert" links. When you click "hide link" for example, it
inserts some code into the <textarea>.

The returned code that's inserted into the textarea is hardcoded into the
extension files. Instead of hardcoding it, it would be nice if it could insert
the contents of a MediaWiki message. Like clicking "hide link" would insert the
contents of "MediaWiki:Centralnotice-hide-link-insert". This will allow better
and easier customization in the future (if we want to remove brackets from the
"translate" link for example) without requiring developer/sysadmin
