It is in our svn, and described at
http://www.mediawiki.org/wiki/Extension:PackageForce
Only developer is: http://www.mediawiki.org/wiki/User:Svippong
and his e-mail address is: svip[ at ]diku[ dot ]dk
according to the source files.
I did not ask him whether or not he wants bug reports sent there
but since the code is labelled experimental, I believe that he does.
If this bug is done, please recomponent bug 25565 which currently is against
"(others)"
