Currently, CTF popup comes up when you hover over every line of translated
text. User has to close each popup separately.
Here are the suggested changes:
1. CTF is disabled by default.
2. Provide a link/button to enable CTF.
3. When user decided to invoke CTF, it should show a message to the user "This
will contribute your content towards Microsoft commercial products. Do you want
to continue?" and provide the user to accept the CTF TOU.
4. If the user declines, CTF is disabled till the user explicitly enables it.
5. User should also have a way to disable the CTF through another means at any
time.
