However, if you click "create", it will pre-fill the textarea with the default message and will appear, for all intents and purposes, to already exist. If a valid MediaWiki message is accessed (that is, a MediaWiki message that corresponds to an entry in a messages file), the tab should read "edit". This is more intuitive. If the message isn't registered (e.g., MediaWiki:ffdjsifojsdf), the tab should read "create".
