Since the introduction of resource loader, output compression has broken for a
few people (two cases that I know of). In practice, this means gzipped content
is served even if Accept-Encoding: gzip is not set, and (I suspect) that doubly
gzipped content is served otherwise.
My changes to OutputHandler.php may be at fault, need to investigate this.
