That's currently being done now at the local village pump: http://tl.wikipedia.org/wiki/Usapang_Wikipedia:Kapihan#Portal_Namespace. The namespaces would be localized as "Puntahan" and "Usapang puntahan" for the namespace and the discussion namespace.
