In ko.wikiquote, there is a problem about local time. When the user leaves the
signature with opinion, in the his/her siganture, the time displays UTC. NOT
LOCAL TIME.
For example, I live in Korea. So, it has to display KST, but it always displays
UTC. I tested other local times, it displayed again.
