With the 'Vector' skin, the main-ltr.css CSS is missing from the head when
using action=parse&prop=headhtml.
e.g.
http://en.wikipedia.org/w/api.php?action=parse&prop=headhtml
Includes all CSS but main-ltr.css
It seems it is because initPage() is not called before headElement() in
ApiParse.php, but not sure.
