Now that the new editor is the default, there are a couple of minor issues that
need to be cleaned up:
1. Move the Usability Initiative stuff out of the "Beta features" section of
the Editing Preferences page and into the "Advanced options" section.
2. Add brief documentation for the 2 options to
http://meta.wikimedia.org/wiki/Help:Preferences#Editing
