How about a SpecialPage, called Special:FeatureIdea or Special:BugRequest. We
could have them be posted to BZ's API.
I'd certainly like to have either UNCONFIRMED, or a keyword, or something to
differentiate these outside bugs. Makes querying, duping, etc easier.
