When visiting Special:Code before any repositories have been configured, you
get a lame error message "No repository configured!".
If you have the repo admin rights, it should link directly to
[[Special:RepoAdmin]] so you can set one up.
If you don't, it should perhaps mention that you need an admin in the
appropriate group to set it up.
If there are no groups available with repoadmin permissions, then... perhaps an
error message should be clear about that too. :D
