To clarify, you first have to:
1. upload a file
2. upload an identical file, with a different filename, without checking
"Ignore warnings".
3. you get the slightly-different Special:Upload page which doesn't give you
the option to ignore warnings. It shows you the other file for comparison and
then gives you several submit buttons.
And finally, the error:
4. Even if you click 'ignore warnings, submit anyway' you are sent back to the
upload page, only now the File input is empty. The upload fails without obvious
warnings or problems.
