Steps to reproduce:
1. Navigate to main page.
2. Open a page in edit mode.
Actual results:
Tool bar labels are displayed as '<wikieditor-toolbar-section-XXXXX>' only in
Firefox 3.5.3(e.g. Advanced, Special Characters)
