Currently a different_language_code:project_interwiki:target creates an interlanguage link that actually leads to a different project, and same_language_code:project_interwiki:target doesn't create a link at all. Note: English Wiktionary, which uses a javascript workaround for interproject links, has many entries with interproject links to other languages.
