We are reopening this bug, based on the feedback from Tamil Wikipedia (http://bit.ly/dS8NkX), regarding the default state of CTF pop-up. Earlier, this bug was closed with an addition of the CTF pop-up toggle switch with which users could enable or disable the pop-up. the default was left as "enabled" to ensure that the feature is noticed by the users.
