OK, even that is not working on every special page, we've tried
(http://de.wikipedia.org/w/index.php?title=MediaWiki:Search-nonefound&action=history)
and failed.
When this is implemented neat (for all special pages) I guess some new
interface messages should be targeted, so that theres no need to hack some of
the existing (which may only in special cases be present at the page).

I don't think we need a wikiglobal configuration, just as like as the interwiki
links on the several mainpages.
