On English Wikipedia, ecery so often, we start discussing the possibility of
restricting creation of new articles to autoconfirmed users. This keeps failing
since he same user right which alows creation of artcles (createpage) is also
necessary to create one's own userspace pages. I propose a new user right
(called something like createuser), allowing one to create the account's own
user page and its subpages.
