If this is like dewiki, then there is only one review level, thus there is no use for 'validate'. Groups can be granted, but not rights directly. The 'review' flag could be granted by putting a user in the 'editor' group. A 'trusted' group could be created, so that 'autoreview' could be granted by putting a user in the group.
