I think deploying to Wikipedia-only without significant feature additions makes
sense for now; that'll give us some real-world usage characteristics. 

But, is there a reason to not add at least a "manage links" link to the bottom
of the language link list of any page that has the {{#interlanguage}}
invocation, pointing to the relevant page? IMO this is a deployment blocker
because without it, the external management interface is not discoverable at
all. Also, if we do deploy, I would suggest putting this new wiki into the list
of auto-login wikis.
