1) Licenses shown for "own work":
- Defaults to human-readable form accepting CC-BY-SA-3.0
- User can choose to see an alternative list of other licenses. It is
impossible to select more than one license (licenses are radio buttons).

2) Licenses shown for "not my own work"
- No default license preselected (how could we know what someone else picked?)
- It is possible to select more than one license (licenses are checkboxes).
- Licenses to choose from:
Similar to MediaWiki:Licenses, ordered by popularity and grouped by
similarity (for instance, all USGov licenses are shown together).
3) All these licenses, and the keys for the message strings that describe them
are obtained from LocalSettings.php. MediaWiki:Licenses is not used.
Translations are done through the normal .i18n.php system, not by posting
translations to a subpage of MediaWiki:Licenses. (This has led to inconsistency
in the past anyway).
