AFT tooltips appear on hover, fade away on mouseout, and are differently
colored.
Currently UploadWizard tooltips appear on click, and one has to click to toggle
them closed. We could also have them appear on hover but since we have links
within our tooltips we would also want to have them linger a bit longer.
