I have seen this error for other images, but the only example I have on hand is
http://commons.wikimedia.org/wiki/File:PEI_Highway_17A.svg.
The SVG file is valid, however no thumbnails are being created for it. If you
try to view a thumbnail created for the image e.g.
http://upload.wikimedia.org/wikipedia/commons/thumb/a/ab/PEI_Highway_17A.svg/200px-PEI_Highway_17A.svg.png
you get a "403 Forbidden" error.
I tired reuploading the file, but it did not fix the apparent permission issue.
Purging does not fix the issue either.
This issue is likely related to recent thumbnail issues.
