You can change when emails are sent to you if you want. For instance, if you don't want to be notified when someone just changes the "priority, status, severity, or milestone" there is a pref for that here: https://bugzilla.wikimedia.org/userprefs.cgi?tab=email Since, as bugmeister, I have to read all new bug reports anyway, setting the initial priority is just another part of my job and not that difficult. Currently, when you open a bug, it gets set to "unprioritized" until I set it.
