They are a part of the extension internally and i know this because i was involved in the beta testing of that extension, which was over more than a year ago. New users who want to report bugs are confused by this, because to them all these features appear to be a central part of the site and not an extension. It's time to make reporting easier for them. If a user who isn't familiar with the extension structure wants to report a bug in the Insert link dialog or in the editing toolbar, he would go to Enter a new bug -> "MediaWiki: The wiki software itself -- most issues about how the wiki works should go here.".
