This is related to bug 27965 (which is closed now), but the problem is still
happening on images. For example:
http://en.wikipedia.org/w/api.php?action=query&list=categorymembers&cmtitle=Category:Images_of_flags_of_places_in_the_United_States&cmlimit=10
works but:
http://en.wikipedia.org/w/api.php?action=query&list=categorymembers&cmtitle=Category:Images_of_flags_of_places_in_the_United_States&cmlimit=10&cmcontinue=%22file|16419181|FLAG%20OF%20BRUNSWICK,%20GEORGIA.PNG%22
goes to the same list
