Currently, if a user of a non-english wiki goes to a page like
http://pt.wikipedia.org/w/index.php?title=MediaWiki:InexistentScript.js&action=raw&ctype=text/javascript
he gets the following:
/* Empty */
I think the text inserted inside this comment should be in the site language,
not always in English.
