To reproduce:
1. Made a few edits as user without 'editor' rights
2. As editor "Reject changes"
3. In "Edit summary" enter more than 200 characters
4. Click "Reject these changes"
5. Open history tab (?action=history) - in edit summary will be only first 200
characters
Probably the best solution is to add maxlength="200" as in standard 'edit
summary' field under the edit box.
